Many e-government initiatives start with promise, but end up either as digital “ghost towns” or as a venue exploited by organized interests. This paper discusses e-government in the context of the literature on the demonstrated demand curve for citizen engagement. It highlights two policy pitfalls and discusses values and design features which can enhance e-gov in the future.
