  The Hong Kong Legal Information Institute (HKLII) provides the general public, free of charge, online legal information relating to Hong Kong. To cope with the bilingual nature (English and Chinese) of the Hong Kong Legal System, HKLII is designed to have the capability of handling both English and Chinese documents. In this paper, we will examine and present our solution to the problem of hypertext markup of English and Chinese documents.
