The Internet, and particularly Web 2.0, brought with it a significant promise for direct democracy. More than half a decade after the term “participatory web” was coined, there are still mixed results in the area of online civic participation. This panel will explore the tension between the promise and the realities of e-participation, highlighting best practices and principles for the use of information technology for civic participation.
